Peru Initiates Anti - Dumping Investigation Into Hot - Rolled Carbon Steel Tubes From China

Peru Initiates Antidumping Investigation into Hot - rolled Carbon Steel Tubes from China

The Peruvian government started an anti-dumping investigation on hot-rolled carbon steel tubes imported from China. Local steel producers made complaints. The products under investigation are round, square, or rectangular steel tubes. They have a thickness from 1.3 mm to 12 mm and a length from 5.8 m to 12 m. The time for checking dumping is from July 2023 to June 2024, and for checking injuries is from January 2021 to June 2024. The Peruvian tax codes of the products under investigation are 7306.30.10.00, 7306.30.99.00, 7306.61.00.00, 7306.69.00.00, and 7306.90.00.00. This investigation is an important move for Peru to protect its domestic steel industry from what it says is unfair trading by Chinese makers.

If the investigation confirms that dumping has occurred, Peru could impose anti-dumping duties on Chinese hot-rolled carbon steel tubes. These tariffs may have several potential impacts on Chinese steel producers, which are analyzed from aspects like market, cost, and industry as follows:

Export Volume Decline: If Peru imposes anti-dumping duties, the price of Chinese hot-rolled carbon steel tubes in the Peruvian market will increase, making them less competitive. As a result, Chinese steel producers may have to adjust the hot-rolled carbon steel tubes exported to Peru.

Market Confidence Shake: The initiation of an anti-dumping investigation can create uncertainty in the market. Other potential importers may also have a hesitant attitude towards cooperating with China in the importing of hot-rolled carbon steel tubes.

In response to the anti-dumping investigation by Peru, Chinese steel producers can take the following measures:

Diversifying Export Marketsadjust the exporting volume to Peru and develop other countries for new cooperation on hot-rolled carbon steel tubes.

Expanding Domestic Market ShareFacing the uncertain situation caused by the anti-dumping investigation by Peru, Chinese hot-rolled carbon steel tube manufacturers may adjust their quality and service to meet domestic construction, manufacturing, and other industries' needs.
